惠譽確認濱海投資評級為'BB+' 展望穩定

惠譽評級已確認濱海投資有限公司（濱海投資）的長期外幣和本幣發行人主體評級為'BB+'，展望穩定。惠譽同時確認濱海投資的高級無抵押評級為'BB+'。

部分關鍵評級驅動因素

氣體單位毛差恢復：由於城市燃氣成本或將進一步下降，惠譽預計 2025 年濱海投資的城市燃氣單位毛差將為 0.52 元/立方米。惠譽預期， 2026至2028 年間城市燃氣毛差將升至 0.54 元/立方米。

規模較小，地域集中度較高： 濱海投資地理位置優越，附近有四個液化天然氣（LNG）接收站，且與中國最大的上游天然氣供應商之一中國石油化工股份有限公司（中國石化，A/穩定）建立了戰略合作關係，因此具有成本優勢，這一定程度上彌補了公司資產集中于天津帶來的風險。

支持責任強：惠譽評定天津市政府對濱海投資的決策和監管評估結果為“強”。天津市政府通過泰達或直接批准濱海投資的重大投融資決策，並通過月度報告監控其財務表現。

維持政府政策職能強：惠譽評定濱海投資維持政府政策職能指標的評估結果為“強”。濱海投資是天津市重要的天然氣供應商，擁有10處特許經營項目，且業務佈局不斷擴大。天然氣約占天津市能源消耗的20%，是重要的供暖來源。濱海投資的用戶包括重要的工業製造商、集中供暖、燃氣發電廠和農村居民用戶。
